Kakashi. With the copy abilities of the Sharingan, that gives him basically an unlimited repertoire of jutsu. Even if you don't count that, he's got so much going for him: techniques from a lot of different elements, Sharingan techniques (things like Kamui as well as Sharingan-based genjutsu), the Summoning Jutsu, and little things like speed. He's got a kekkei genkai, an expansive collection of ninjutsu, some pretty strong genjutsu, and talent in taijutsu. Nobody else compares:

Kakuzu - powerful and can use all the elements in addition to the weird sewing thing/five hearts. Close to Kakashi, but doesn't quite match up. (no genjutsu, for one thing)

Jiraiya - kind of shitty with genjutsu himself, and mostly relies on toad techniques + the hair techniques.

Nagato - has a lot of techniques, most of which are unique. Pretty versatile, but missing things like genjutsu and elemental ninjutsu. He's powerful and versatile, but just doesn't feel like a complete package as much as Kakashi does.

Naruto - no way. Shit with genjutsu, only has one elemental ninjutsu, and basically relies on Shadow Clones, (variations of) Rasengan, and Kurama's power.

Sasuke - talent with a sword and has the Mangekyo as well a lot of different ways to use Chidori. He's both fast and strong and still has all the talent that made him an elite even back when he was a genin. Still, like Nagato and Kakuzu, just not as flexible as Kakashi is.
