Well I personally think it either the sage toads or Enma. If u hv sage toad and high enough chakra reserves, you cn go sage mode(like jiraiya).and cn do tht genjutsu However, enma RULES. He can tranform, punch down hokages(like tobirama), and cn surprise attack(attacking oro)
