If you mean someone who doesn't fear anything/anyone then I'd say Madara. However, if you mean someone who no one is afraid of I'd say Sakura. I would have said maybe Hinata but they'd be able to tell she's a Hyuuga and I'm pretty sure they're feared. Also I'm not even a fan of Madara, stopped being one when he got all hard and super fixated on Hashirama. I am a fan of Hinata though.
