I think Kisame is underrated. People were putting him under hidan and konan today in an akatsuki ranking thread. If the manga is to be believed then Kisame is way up there once fused with samehada, stating he has no weakness (a trait only shared by edo madara). See the bottom right of the scan....

Well ,more seriously I'll go with all non-dojutsu Akatsukis. Well maybe except from Hidan, every other member such as Kisame , Sasori, Deidara or even Konan is really underated. I mean , name me a character top10-20 that can beat Izanagi-less Kamui Obito. Well guess what, Konan could.
