Kizaru's is usually thought to be the strongest but it's not as perfect as people think because it requires time to charge. Enel's could also be the strongest but Enel himself is a dumbass so he misuses it horribly I think. Ishhou's must also be very strong because gravity. Maybe something with magnetism could be on the same level too but Kid's not a logia.

No his foot moving at the speed of light would revert his foot back into light rendering his attack harmless
As einstine theorized nothing can approch the speed of light without reverting back into energy.
It would just be a large blast of electromagnetic waves and depending on certain factors become useless.
Eneru on the other hand is still physically a gas so he can push and pull Kizaru can't.
Eneru can move Near equal to kizaru but still be physical
Eneru is hotter than Magma

Light is cool and all but all its got is speed(over the goro goro i mean, n maybe immunity to rubber lol) and if he did strike u at the speed of light for real the result wld b no different to him not shatterring the glass when he travels as a beam of light(probably his only actual light speed movement or closest to it). Anyways its not like op battle r in outer space with a lightyear's worth of distance btwn opponents so lighting is still fast enough to make u blitz most other df's.

Usually a fruit is as strong as it's user but I'd give this to Goro Goro no Mi ,given how even a fodder like Enel can pull attacks on that level with that fruit. It can do more if it's used by a more capable dude.
