The most "skillful" current Kage?

When I say "skilled", it doesn't mean power. I know Tsunade would definately lose in an actual combat combat, so I said skills. Who is the most "skilled" current Kage?

A is a one trick pony, his trick is good, but he's pure offense, being skillful would give you great amounts of offense and defense, anyways I'd say it's Onoki, his weighted rock tech, and golem techs are suited for either offense or defense, flying and dust release is icing on the cake, you remember how he saved all the kages, and the way he subbed A out for a clone, He's oozing with skill, Oonoki was the main kage in the Madara fight, no one else was as useful due to their lack of skill.

or Mei, having 2 kekei genkai is quiet interesting + keeping that hair the way it is cant be easy
