He is sh*ting on the laws of life and death by creating Edo Tensei, which is most likely in the top 3 strongest jutsu.
This man can teleport and revive the dead, without a KG like Madara or Hashirama. He is just a genius!

LOL, he is the strongest at the moment but not the most skilled. He is a beast but only because of his sharingan. If he didn't have his sharingan he would be strong, making huge Katons and shit but that would be it.

itachi....not because he created any jutsu defying laws of nature but because of the way he deviced the use of shisui's eye by implanting it into naruto and making it react to his own eyes, the way he planted amaterasu on sasuke's left eye just before he died, simply by touching his forehead and also making that jutsu react to tobi's sharingan, the way he used izanami with sheer perfection, the way he could control time in Tsukuyomi, the way he could wield the simplest of weapons like kunai and shuriken to take down dangerous enemies and the way he mastered genjutsu. I think itachi is perhaps the most skilled ninja ever even though he didn't invent any jutsu.....

Itachi is one for me. I liked the way he was able to throw kunais directly towards Nagato's summons eyes without them seeing him. The Rinnegan has a very wide field of vision and Itachi managed to find its blind spot and saved Naruto and Killer Bee. He was also very observant going on the premise that every jutsu has a weakness.

But I say every Shinobi has strengths and weaknesses. They can't really be compared as each person is specialized and skilled in some areas while others are not.

alot of people may hate on Sasuke but you can not deny that he is a VERY skilled shinobi, being able to master Lightning and Fire releases and even creating his own Blaze release and showing vast skills with swords and various projectile weapons, and also being able to come up solutions to defeat powerfull enemies on the spot(watch the Danzo fight)
and even after fighting the five kage even being beat up out of energy and blind he still had enough strength to fight Kakashi and clash with Naruto, kakashi even said it himself that if Naruto hadnt come Sasuke could have killed him.

Each and every ninja has his own particular skill set.You can't just generalize and compare ninjas who aren't even from the same generation.It's an ambiguous question and every one has their own opinion about it just like you have about tobirama being the one.Be more precise with your question U_U

Yes those are two good reasons but lets get more deep in here.

He is considered the best water jutsu user, example when orochimaru attacked the village he was able to make a huge water jutsu without even needing a water source. Also it is said he can use a 44 hand seal water jutsu but with only 1 hand seal.

He is also very strong, just by placing his hand on the wall he cracked the wall easily. And also since he is a senju he has the sage's physical strength which in short very powerful.

A sensor type by simply placing his finger on the ground he can tell how much ninja's their are with ease.

Their is alot about him.
But still it is hard to call him the most skilled.
