i'm gonna go with madara, but even so it's a tough choice cause all are power houses

itachi has those spirit weapons and izanami which make him pretty op
obito has kamui which makes him virtually untouchable which in return makes him pretty op
shisui has koto ama blah blah which gives him complete control over another which make him pretty op
sasuke has nothing really special at this point that makes him stand out like the others
