I actually have to agree with OT. Nagato and Naruto would dominate most if not all of everyone.

If naruto puts a Kyuubi cloak on Nagato its game over. One kyuubi cloak turned fodders into kage level shinobi. Nagato by himself is already on god level, so by giving him the kyuubi cloak your basically making him the so6p w/o juubi chakra.

Naruto and Nagato stomp all.
