Z or Zetto from Tenchi Muyo is probably the most overpowered character I've seen. And yes, possibly stronger than Bills.

This dude effortlessly punched a hole in the moon. And nearly destroyed Earth casually just to get attention. Also he moves to Saturn from Earth in a few seconds.

Why haven't I heard of him till now?

Zetto is actually not the strongest, Kami Tenchi is shown to be omnipotent. Could easily destroy a galaxy with no effort..
