This is the WORST LIST i have ever seen! Jiraiya should be at nr 1! He had the Grand old sage as his advisor (SO6P summon) and he knew about the rinnegan before anyone and he even knew about Madara's plan before anyone, and he saved Konoha because his ninja skills of gaining info (invasion of hidden rain), and the list goes on and on!
