I think it is minato. The point is that the tactic to harm tobi was thought by kakashi in 5 chapters and minato did it in an instant.

Go really fast is not a tactic... and minato never figured out that when he turns intangible he sends himself to another dimension.

Well, good point. So Minato > Kakashi. And At one point it was stated that Kakashi was smarter than Shikamaru. SO: Minato > Kakashi > Shikamaru. But Shikaku is also smarter than Shikamaru.. I'm not quite sure where he would go, but he's practically planning the whole war strategy. So Shikaku > Minato > Kakashi > Shikamaru. Now Orochimaru and Kabuto are also notably intelligent (based on all of the research and... experiments *yuck* they manage to execute.) I'd say Orochimaru > Kabuto. So here's who I think (in order) are the most intelligent:

1. Shikaku
2. Orochimaru
3. Minato
4. Kakashi
5. Kabuto
6. Shikamaru

personally its hard saying who is the most intelligent every character does different things in different situations and have different abilities that varies on how they go about a situation. I wont just say one person here but the people who standout most to be are

kakashi shikamaru shikaku minato jiraiya itachi orochimaru and kabuto no particular order.

They each have proven their worth in different battle situations and its clearly visible that they do things differently with the personal arsenal of jutsus and chakra each of them have to their disposal. What might work for one might not work for another because their are so many things to consider but all in all each of them are highly intelligent.

That doesnt mean that people i didnt post on here are not intelligent just that these are the ones that stand out most in my eyes
