I don't think that's what the bottom three panels suggest.

I think Kishi was just showing how arrogant and in control Madara was in those panels by having Madara smirk at the fact that he could easily counter such a powerful.

Madara is a boss, and just plain doesn't give a sh**. I think we will see Madara take his own actions pretty soon. My guess is Tobirama is going to get sealed, Minato will get killed by Obito (for the KCM chakra so Juubs can become perfect).
