Maybe when the light of the moon connects to the light of the sun the chakra is somehow transported, from one ray of light to the other. Maybe NV is is just that small.

I don't know about the rest of the world, but all the shinobi nations, the five great ones and the lesser ones such as the rain are all connected and encompass a continent together, which Kaguya was shown to be completely enveloping from the sky.
