The reason as to y im making this thread points to wat maddy said here:
It got me thinking as to why the person had to get close to THE MOON in order to awaken the third eye.
So after a few minutes thinking it through, I came up with 2 theories that MIGHT explain why.

It got me thinking as to why the person had to get close to THE MOON in order to awaken the third eye.
So after a few minutes thinking it through, I came up with 2 theories that MIGHT explain why.
THEORY 1
Alright so we all know that the sage divided the juubi into 9 bijuu and sealed the Gedo Mazou using chibaku tensei and created the moon. But what I was thinking is that maybe the sage sealed more than just the Mazou in the moon. Maybe he also sealed something else that was once part of the juubi along with it. So what is it??? What did the sage seal with it???.....................well what I think is that the sage made the SHINJU'S WILL manifest in a physical form and sealed it along with the mazou. But he probably would have sealed the Will of the Shinju INSIDE the moon and would have left the mazou tied up and shackled, but on the SURFACE of the moon so that the will couldnt reach its original body. Well an argument can be made that the shinju doesnt have a will/consciousness, and that its just a tree. Now that cant be true because its stated in the manga that the shinju REALISED that kaguya had stolen the fruit and tried to retrieve it using the juubi. So when madara awakened the rinnegan and summoned the mazou, he essentially left behind the Shinju's will, but he left it behind for a reason. He dint summon both of it because he knew that if the will of the shinju was brought close to the mazou then the will would take over the mazou and act on its own. So madara made sure not to bring them close to each other. But there was also another reason why he left it on the moon. Maddy must have understood that the will of the juubi was necessary to perform infinite tsukiyomi, so he became the juubi jin and used sage mode and he went close to the moon where the will of the shinju could barely reach, he essentially went to the place where he could utilize the shinju's will without it affecting and taking over him. I also think that when a juubi's jinchuriki who has both indras and ashuras(essentially the sage's chakra) comes fairly close to the will of the shinjuu, then the juubi inside the host will react to the will and cause a mutation on the host which is essentially the third eye. This is one of the reasons why I think that maddy had to go near the moon.
THEORY 2
This one is fairly small but what I think is that the reason why the third eye is awakened when a juubi jinchuriki possessing the power of the transmigration goes near the moon is because.............its where kaguya is from.The moon might be an alien colony maybe kinda like soul society in bleach but instead of shinigamis it might be home to aliens. And that might have something to do with the third eye.
