It's more to do with Naruto than the Hokages really, Naruto is at least on par with him in terms of power he doesn't need to make things any more difficult for himself.

I'm pretty sure that both Naruto and the So6P saw this coming, since neither of them seemed all too surprised or upset by Sasuke's initial call for revolution. Sasuke had to wait until everybody else was gone, because he knew that they would beat the crap out of him.

Sasuke was outperformed by nearly everybody during the battles with Obito, Madara, and Kaguya. Against Obito, Tobirama and Minato exceeded Sasuke's top speed, while pretty much every member of the older generation demonstrated combat experience well outside of Sasuke's league. Guy even stepped up against Madara. Even Black Zetsu caused more significant damage than Sasuke (and Sasuke sliced off Madara's legs). Kakashi and Obito also showed in the fight against Kaguya, that they could hold their own better than Sasuke.

If Sasuke had declared revolution in front of everybody, they would have killed him on the spot.
