Enel's Motivation

Enel is currently the 'God' of the moon and has a new army of Automatas

Judging from the scans, technology is flowing thoughout the moon. By analyizing the the 2nd picture, it looks like the moon people are going down to the blue sea. We learned that the Ancient Kingdom were overflowing with technology that was superior to the 20 kingdoms. The moon people came to the blue sea, became friends with the Ancient Kingdom and shared their technology. When the Ancient Kingdom was defeated, the 20 kingdom took the technology for themselves and began to improve and expand.

Obviously, they are still doing it now. They have things like this:

Technology is flowing thoughout the blue sea.....and that won't sit well with Enel.

Enel has a HUGE ego and he's learning about the history from the automatas. Theres in no doubt in my mind that super egotistical Enel would think along the lines of "Technology came from moon. I am God of the moon! All technology belongs to me!! YAHAHAHA!!!" Pretty typical of someone with a god complex like Enel.

He will return to the blue sea to "reclaim" "his" technology.

When Enel Returns

Of course, Enel only made it to the moon using his arc.

Thanks to the automatas, Enel will return to the blue sea with his new and improved arc.

But wait. Enel's combat abiltiy is piss poor and he relies too much on his abiltiy. Will he have CoA? Will he have improved CoO or DF abilites?

It doesn't matter. Enel's troublesome lightning will do the job. Take a look at these...

Enel reactivated the automatas.

Enel will use his troublesome lightning to deactivate, reactivate and control the WG Pacifistas. The pacifistas are one of the WG's most valuable weapons and they definitely wont sit idly by. However, Enel is high in the sky on his arc. The WG needs someone who can fly. Know who can fly?

Kizaru will be dispatched by the WG with the order of taking down Enel.

He already can fuse with metal I wouldn't put it past him to have the robots turn the maxium into a gaint weapon avatar or something made of some super metal that is part of a giant war machine.

He only hit Enel because he caught him off guard, he was surprised that somebody could touch him. Any logia would be surprised as well.

Luffy with no gears was also able to hit Aokiji. Does that make Aokiji a bad combatant?
