If its not luffy then it fits Sanjis personlaity and fighting style best.
It means the world to luffy and he wouldnt let just anyone get it.
Not some random chick either.
Nothing is for sure though.

If Sanji gets it, will he still use his heart to ignite his leg as he does currently for DJ? Will he continue to use only his feet? And if he just incorporates the fire into his leg, than he won't use it to the scale it should be used (how Ace did). So due to these and more questions regarding Sanji and the DF, it's highly unlikely if he consumes it because it will ruin his character and unique fighting prowess.

I don't think sanji would be interested at the moment. He probably wouldn't like not being able to swim and it would also contradict with his blue walk he spent so much time to develop. Maybe if straw hats desperately needed powerups yes, but whoever gets it i don't think it will be a Straw hat, unless luffy finds a way to have 2 powers.

It will probably be in possession of a Yonkou, which furthers Luffy's motive to fight one.
