When mind to used ftg on Madara, Madara caught him and kicked him instantly.

Yet that same Madara couldn't avoid Sasuke's Amenote slash.

So before the cooling time ever happened, Sasuke got Madara three times easily.

In this case, Mask man will have minato bisected and item switch stabbed before you even know it.
