I am not talking about him being OP as hell, he is just a good swordman.

not good enough to be the best.
There is thread about him lost his sword to the enemy many times...
Mifune defeated Hanzo with pure swordsmanship.
Killer bee is second to none when he using swords to vs sharingan user easily.
Sasuke is excelent with sword but he has sharingan to help him to predict the outcome without any effort, he has more potential than the rest w/o sharingan, but he isnt the best atm.
