If a new Madara arose, the Police would've informed Tobirama.
No Police = weakling sasuke with help of Orochimaru and Itachi and Obito grew strong.

Tobirama knew that the Uchiha were unstable and that they would eventually defect, especially with Hashirama out of the picture. Which they were planning. That's why he gave them such an important role in Village. To give them trust to earn his trust. Trust is earned, not given.

He did he brothers wishes and kept them as part of the village.

Tobirama may see things in a more cautious way then Hashriama, but he still strives for peace.

He was taking precautions n he didnt trust the uchiha period. Alot of bad blood between them madara n tobirama are the same. Plus tobirama killed izuna thats something that can never be taken back.

I agree. A hokage has to love and respect everybody in the village. He clearly did not respect the Uchiha and choose to let his hatred get in the way, by keeping them under surveillance.
