No, because at that age is when "Kids" are irresponsible, dumb, loves attention, party too much, and just got there license.
Too many kids would die in car accidents. Cigarettes do not make you drunk and not focused.
Kids around 18-24 are probably already the highest percent in drunk related accidents.
The USA has some of the most immature teenagers in the world.
Go to a few college parties and you'll see why it's 21. Party goers just get extremely shit faced and black out and don't remember a single thing.
Theres no fun in that.

Do you really all believe more people would die if they were allowed to drink alcohol at let's say 18 (beer and wine 16 - that's how it goes in my country)? I mean think about it:cause there scared if they lowerd it to 18 more people will die
You are allowed to drive a car as soon as you're 16 right? But you can't get alcohol before you're 21. This is a gap of 5 years. Now I ask you, is it more likely that those teens drink and drive when they are actually allowed to drink the alcohol or when it's FORBIDDEN? If they are dump enought to drink and drive in the first place it means that they are immature, stupid or want attention (most likely all three). So what will be more tempting for them? Drink and drive when they actually might drink or when they must not?
