I think if Kakashi would not have let pein go. He would have still tries to stop him. If Pein goes, captures 9 tails and then comes back, who is gonna protect Konoha then ? Nobody. So he would still have tried to delay Pein. Although his battle strategy would be different than Tsunade's and also I agree he wouldn't preach to Pain. But he would still try to hold him back meaning the consequences would still be similar.
