Look at all the people in positions of authority that put down Naruto


Orochimaru
Tsunade
Izumo
Kotetsu
Kakashi (to an extent)
Mizuki
Ebisu

All these ninja from chunin, jonin, kage level ninja; who should know how hard it is to become a ninja. And yet all of them at one point or another had nothing but contempt for Naruto and his growth as a ninja.

They all have/had the mindset that only the talented become splendid ninja. It's why Kakashi and Oro were both set on molding Sasuke in their image. Why Tsunade (who was born with amazing chakra as were Oro and Jiraiya) dismissed the idea of Naruto mastering a technique his own father pioneered. Why Izumo, Kotetsu and Ebisu were putting Naruto down during the chunin exams and saying his chances were slim.


While ninja like Jiraiya, Guy and Iruka know the reality of being a ninja but never stop encouraging their pupils to succeed. The Leaf needs more ninja like them.
