He probably hit Hashirama for a couple of reasons. The main one is that he was expressing distaste at the use of children in war. If that thought spread it would cause dissent within the clan, and that does not win wars. He was trying to keep the morale up, as well as glorify Kawarama's death. Even adults act rashly when they feel guilt, and being chastised by his son was probably not what he needed as his clan buried about five members. Hashirama's dad probably also had two other sons, and he wanted to use physical violence as a means of preventing them from disobeying. They are his children, but they are also soldiers, and insubordination is oft handled through violence.

As for the strength of the punch, he clearly was not trying to harm Hashirama. The only time that he may have been willing to put more force into the punch was the second time, and seeing this, Tobirama stopped the situation from escalating.
