I wouldn't say that because their are limits for a reason. There are debris flying everywhere so you can assume he can move a lot quicker.

Naruto kcm doesn't > sasuke's fastest speed...sasuke literally outclassed Naruto in the war when juubito was popping up, when sasuke was reacting to the after math of ftg while naruto falls, sasuke reacting to the tbb, sasuke admitting he has to go down to his chakra level for amaterasu rasengan, etc.

I would say he also beat Naruto to Sakura after they used rasenshurkien and enton blade but I won't.

OT: Idk if he's the fastest or not but he's pretty fast.

Moving so fast that the fodders couldn't see him means nothing. Everyone has different perception...and the high tiers have better perception. So blitzing some fodders mean nothing. Had he blitzed Toneri while Naruto couldn't then he would have been considered faster than Naruto and Toneri. But blitzing fodders mean nothing. Even Madara could do that.
Naruto has many speed feats that surpass that anyway. He blitzed Kaguya while Sasuke couldn't. U_U

Naruto couldn't blitz kaguya. If you read the whole chapter than reading out of context, naruto was going slow motion to kaguya and needed sakura sask and kakashi to touch her Lol

I think sasuke was always intended to be the fastest in the series ever since he copied lees speed and it compliments his fighting style too
Naruto doesn't need to be faster than sasuke tho all he needs is sage mode to be able to sense sasuke the moment he moves in to attack and to be fast enough to react which he is.
