when fighting the Juubi with his brother both of them didn't have Rikudo Symbols like Kaguya and the Juubi Jins. The Rikudo Symbols were shown when Hago was only speaking about

that was inside him.

There are 9 symbols on his back, 9 tailed beasts.

Well he didnt split it up until he was dying.
so maybe its just how history remembered him.

Also i think its really just clothing. Like culture or something that you wear when you've attained a certain rank. Especially in priesthood, you do the same where your uniform tells you how high you are in the sector. The same thing goes with his brother's. Idk though whether if its the same thing with sage (monks)
