According to his fanfic logics we can assume Hinata is Hamura's Reincarnation alongside Hanabi and Hiashi.

I thought hinata could awaken hamura's chakra due to the fact that she is of the main branch with undiluted blood of hamura meaning hiashi an hanabi could also.

Minato. I operate on the assumption that Hinata got biju-level chakra. But compare that to someone who has a biju, and has a better moveset (FTG, ransengan ect) and you've got something completely one-sided in Minato's favor. It's quite debatable that base Minato wins as well. (this is all assumption anyway)

Wrong, the main branch does not have powerful chakra through Hamura. Why? Because the Hyuga aren't even FROM Hamura's bloodline, so there's no WAY they can have his chakra. They are from Hagoromo's bloodline.
If the Hyuga aren't from Hamura's bloodline, how does Hinata have his chakra inside her since birth? Obvious conclusion is that, just like Naruto and Sasuke, who have Ashura and Indra's chakras, she too is Hamura's incarnation, as she has his chakra.
Hyuga's aren't from Hamura's bloodline, so Hinatab can't just get his chakra through genetics.
Even if they were, she STILL wouldn't be born with his chakra within her if she wasn't his reincarnation. Why?
Well, look at Karin or Kushina, were they ever stated to have Ashura's chakra? Look at Obito or Itachi, were they ever stated to have Indra's Chakra? Just because these people are from Indra and Ashura's bloodlines, that doesn't mean they have their chakra, only Naruto and Sasuke do. Why? because they are their reincarnation

Personally, I haven't found a single review, summary, spoiler or leaked scene of the movie that states or confirms that Hinata is Hamura's reincarnation.
I did found what is on the Wikia:
As a member of the main family of the Hyūga clan, Hinata had inherited powerful chakra directly from Hamura Ōtsutsuki. The strength of this chakra is what drew Toneri Ōtsutsuki to her. However, it was mostly dormant in her until she met her ancestor on the moon and it gave her the power, when combined with Naruto's Six Paths Chakra, to destroy Toneri's weapon that was pulling the moon down to Earth and also protects Naruto from the draining affects of Toneri's abilities.
If we consider this statements canon or true, Hamura is her ancestor, so she is not his reincarnation.
But I couldn't find any other review that states the same, nothing at all.
I did found a video with 45 minutes of scenes from the movie. But Hinata's moment with Hamura, and the chakra transfer and reincarnation thing were missing.
Still, It makes sense Hyuugas are descendants Hamura's descendants since Hamura showed he inherited Byakugan from his mother.

So, even though Hyuugas are not Ōtsutsuki, It does makes sense that they are a clan that was founded by Hamura's linage at some point...
Regarding to Hinata being able to recover Naruto's BM cloak, according to the fragment from Naruto Wikia, she was able to stop Toneri from keep draining his chakra, so she didn't recover the cloak.
Besides, in that case, War Sakura recovered Naruto too without even using the seal:

And he was able to use BM after she finished, that makes her chakra pool Bijuu level or something? I don't think so...
On top of that, BM is by definition a cloak made with Kyuubi chakra, Hinata's chakra can't make a cloak like that...
So no.
