that probably isn't even the biggest shinra tensei deva path can make, let alone Nagato O.O, let alone possible!

but Id say shinra tensei

1- Im pretty sure there is evidence in the manga that shock waves or anything like that are not protected from by susanoo.(to lazy to show picture I believe its on the Danzo fight with Sasuke)

2-A shinra tesei that big (the one that destroyed the leaf) could probably just destroy susanoo anyways, hell I believe it could send a 6 tails on the ground flying sky high.
