Tsunade was a fail. And Mei was worse. Ay made me laugh at him in his fights, because of his craziness and Gaara wasn't that much of help in the battlefield except in Mizukage fight. Onoki was an arrogant Tsuchikage who got his ass kicked 3 times in a row by Madara, with the help of Naruto and 5 Kages. Pretty much most of the current generation.
First of all, no Kage is actually lame, that's why the are the Kage of a village.
And, we can't posibly determine who is the weakest because we haven't even saw how they all look and let alone how they fight. But I'm almost sure that no Kage that we've seen in action is the weakest.

Tsunade, Where Minato,Hiruzen and Hashirama, could protect their village from invasion/enemy
