definitely oonoki, raikage just gets emotional when bee's life was threatened but calmed down and listened to what mifune and the rets of the kages had to say and agreed to it
oonoki was the last to agree to a ninja alliance only because he had no choice

I doubt Sasuke knows that. Plus, Hashirama seemed to have good intentions with his system and it still bred a lot of bad things. Sasuke knows that from hearing his story and his family being a victim of this system. That said, whether Ohnoki said that or not does not set in stone if he will hold firm to his words, nor the people he entrusts. So even if Sasuke knew that, it would not make a difference in his mind.

@bold - That's why they pass their beliefs on to the next generation. It's like Hashirama said, the most important thing is to make sure they brought up a generation that would help them fulfill their dreams.

if he doesnt change his mind after seeing these then he is just doing it to get the power in his hands
