What is it exactly? When first shown during tobito's declaration of war to the gokage it has 9 tomoe:
Later on however it only has 6:
But then once again when madara show's hashirama the origins of shinobi and the god tree...
Either way once again a different eye...
And here once more it is clearly shown to have 9 tomoe
My first guesses were:
a) Simple drawing mistake which has happened before
b) The juubi has 9 tomoe when 100% bijuu chakra is in it
But I have issues with both. For (a) to be true it would be exceedingly sloppy on Kishi's part on not just one occasion but several which I find unlikely and (b) doesn't account for how juubi which madara shows to have a rinnegan-esque eye happens.
So I'm guessing there is an explanation out there for this that is of some significance to the plot if anyone has any ideas?
