Neji begins by passively activating his Byakugan. He then looks into The Kazekage's eyes, casting a genjutsu on him. Because of the genjutsu, the Kazekage thinks that Neji dissolved into a shower of sakura petals that surround him, blocking his vision. Neji then uses his chakra to create a swarm real sakura petals that surround the Kazekage so that even if he manages to break out of the genjutsu, his vision will still be blocked because of the real petals. While the Kazekage's vision is obscured, Neji creates a tunnel underground and shoots a large amount of fire chakra into it. While the fire chakra travels through the tunnel, the flames pick up earth, mud and soil turning it into super hot molten debris that erupts from the ground underneath the Kazekage, engulfing him and incinerating his body. Because of the petals, the Kazekage would not be able to see Neji shoot the fire into the tunnel.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil
Note: Must be activated to use Gentle Fist (Jyuken)

Description: The user first stomps on the ground, using his fire chakra and making an underground tunnel from between themselves and the opponent. They then breathe out fire into the tunnel, causing the fire carry rock and other debris with it as it travels, melting them. With a single hand seal, the molten rock debris will erupt from the ground underneath the opponent, engulfing them and burning them alive.

As the Kazekage walks towards his opponent in a silent and calm way, he realizes his getting surrounded by sakura petals.

As the Kazekage realizes he's trapped in a genjutsu, he performs a single handseal to focus and disturb his chakra flow.

Description: The user does one hand seal to focus and then proceeds to disturb his chakra flow by forcefully stopping it momentarily and then "spiking" his spiritual energy, unbalancing his chakra. This dispels any genjutsu set upon the user except MS Eye Techniques, Paralysis-like Genjutsu and Demonic Illusion: Toad Confrontation Chant. The effectiveness of this technique is dependent upon the skill of the user. A Jounin rank ninja can dispel Genjutsu up to C-rank. An S-class ninja can dispel Genjutsu up to B-rank. A Sannin rank ninja can dispel Genjutsu up to A-rank. A Sage rank user can dispel Genjutsu up to S-Rank. The user may use this technique through physical contact on others to dispel them from Genjutsu. The technique can only be used once per turn and the user still needs to fully follow the logic as to why he figured out it was an illusion.

The kazekage then fealt something hot under his feet, and his first reaction was to perform a linnear high jump.
As he travels in the air, the Kazekage looks on the ground he stood upon and thinks of something to use to block the incoming firehazard. He then shouted "Kuchiyose no Jutsu" and summoned the tripple rashomon.

Description: This summoning is an upgrade of the standard Rashomon in which the user summons 3 of these demonic forms of the main gate of old Kyoto. Each gate has a specific duty: the first red gate takes the attack head-on, the second green gate reduces the power of the attack, and the third blue gate disperses the pressure.
Note: This technique can only block A rank and below.

As the hot flow of fire erupts from underground, the three Rashomon gates blocks the fire upwards and cancels the jutsu.

The Kazekage then lands on the ground and starts building up his chakra. He then uses his wind affinity to shape the chakra into fuuton chakra, which he then channels towards his lungs from the core of his body.
The Kazekage then proceeds by inhaling a large amount of air which he then compresses in his lungs, while he performs two handseals:

Tiger → Dog

As he's done doing that, he channels the chakra towards his mouth and exhales a super compressed sphear of fuuton chakra towards Neji.

Description: After performing two hand seals Tiger → Dog the user launches a stronger version of the Wind Release: Vacuum Sphere technique, where the user instead chooses to compress the entirety of the previously inhaled breath into a single large, crushing sphere of wind chakra that they then proceed to expel from their mouth.

Upon seeing the Kazekage release the sphere of wind, Neji uses his Katon chakra to exhale a large fireball at it. When the fireball colldes with the wind sphere, it explodes into a large maelstrom of fire. Neji then uses his earth chakra to create a small tremor that damages the Kazekage and makes him lose balance. After doing this, Neji releases a spear of lightning from his mouth. The spear splits apart into multiple projectiles of electricity. One is aimed at the Kazekage's shoulder, one at his head and one at his chest.

As the Kazekage looks upon the majestic maelstorm of fire in the middle of the field, he feels the earth beneath him starting to shiver simultaneously.
"Oh no, not another doton attack"

Kazekage then builds up his suiton chakra and releases a body of water underneath him that works like a fountain and carries him above ground in order to prevent damage from the earthquake.

Description: The user will create a moving body of water beneath him that travels towards the opponent carrying the user. They then slash the opponent with their sword multiple times.

As the ground goes quite again, the Kazekage cancels the stream of water and is back on his feet on the ground. He then takes a look forward and sees the spears of lightning that is coming towards him.
The Kazekage then builds up an enormous amount of fuuton chakra and performs one handseal:

Ram

This generates five large tornadoes that are sent towards the raiton current and towards Neji.

Description: The user does the Ram hand seal and generates a large wall of 5 Tall tornadoes in front of him that are sent towards the opponent. A flying summoning with a wind affinity can create this technique by simply flapping their wings to generate the wind for the technique.

The tornadoes cancels out the raiton currents and continues towards Neji.

Lastly, the Kazekage gathers up his katon chakra and channels it to his leg. By stomping in the ground, the Kazekage summons three huge pillars of flame to be used as a combination of the air current. The pillars are summoned so they surround Neji. By doing this the tornadoes previously used will catch on fire and create an incredibly destructive force.

Description: The user will knead their fire chakra and release it into the ground by stomping down their leg and then causing three pillars of fire several meters tall spaced out evenly. After seeing the Kazekage create the fire pillars and release the tornado, Neji waits until both of them are close to him. Then, Neji gathers a vast amount of chakra inside his core and spreads it equally throughout all 361 of his tenketsu. Neji begins spinning around rapidly, and at the same time expelling all the chakra around him. The huge amount of chakra being released combined with Neji's body spinning around creates a large dome of pure chakra that surrounds Neji's body, cancelling out the three pillars and the tornadoes. The shield of chakra is about three metres in diameter and expands around Neji at a fast rate. When Neji stops spinning, he sends his chakra into the sky, creating a portal. Using the portal, Neji summons a gigantic earthen lid shaped like a boar that falls down onto the Kazekage. He aims it so that the edge of the lid will slam down onto the Kazekage's body, crushing him. Knowing that the Kazekage would look up to defend against the lid, Neji uses his earth chakra to creat four large spikes of earth that rise up from four separate directions (one from the lleft, one from the right, one from in front of him and one from behind). The spikes rise up and pierce through the Kazekage's body, causing extreme pain. After doing this, Neji throws three kunai with explosive tags attached to them directly at the Kazekage, burning his body as the tags detonate.

So I was asked to judge this fight from Skorm.

The issue that he has is that the Rotation wouldn't be enough to stop the Fire/Wind combination. Given the circumstances of the Tornados being used to stop the previously used Lightning, also split up which weakens them anyway, The Tornado's are weakened but not considerably. Also given the rank of the techniques combined which would equal roughly stronger than an S-Rank, the rotation isn't a viable defense against the tornados.

It's almost a viable defense but not quite.

What I think is that the tornados are weakened severely from the rotation, and go through to hit Neji. Continue from there.
