The juubi will never be complete (read read read)

the juubi needs ALL 9 tailed beast at full strength, in order to become fully complete

BUT

minato sealed half of the kyuubi inside the reaper death seal

so the juubi will NEVER be complete (the kyuubi wont ever be complete either)

unless kishimoto allows someone to get the other half of kyuubi out of the reaper death seal somehow...

i think naruto will the ten tails host EVENTUALLY

but idk how kyuubi will get it's other half back....orochimaru might know how to get half out of the reaper death seal BUT why would oro do it???

well this was obvious. I'm just mad cause i don't think we will switch to sasuke and see what he is doing i think he's just going to show up and then we just get flashbacks when someone asks him why has his motives changed and then sasuke just doesn't tell anyone his story he just reflects on it like how obito reflected on how madara saved him and stuff. I'm so mad. i really thought it would be great getting a cliff hanger of the 10 tails and perfect timing to switch to sasuke and oro.

I think there's a ton of speculation about the scroll that Orochimaru has in his possession and how it relates to releasing things that have been stored inside the death reapers belly. If this is true, then it's possible for the Juubi to be fully complete again, but it would take a lot for this to actually happen. Again just speculation.
