The chains from tobi's chest are pulling the juubi towards him. And he absorbs it.
Tobi: Now im not a nobody no more. Im the strongest Jinchuuriki. when he takes his mask of he is saying i am the true bringer of eternal peace and eternal power. I am the perfect being!
Madara appears next to Tobi.
