It doesn't have the complete chakra of the Hachibi and Kyuubi. That last two BIJUU make up the bulk of its body and it doesn't have them....

I know this might have been obvious to some, but others are completely oblivious to it...

It was never called "perfect stage" in the real translation, only in the broken panda translation. In actuality the Juubi is said to have reached its maturity......
