I don't want to assume about Izuna's personality just yet, since we have only seen one page of him, and Kishimoto is notorious for insinuating something one week on the last page of a chapter, and then totally changing things on the first page of the next. However, I can say that I believe Izuna to be just like Tobirama in the sense that they look spend more time with their fathers than their older brother. Also, they seem more privy to their father's way of thinking than their older brothers, somewhat like Hanabi and Hiashi of the Hyuuga.
