Not really true, that's nevere been stated to be the case. Chakra control and the ability to use ninjutsu and genjutsu are two seperate things.

Forming a Rasengan is all about controlling chakra, It requires two levels of chakra control to form, Emitting chakra while also using shape manipulation. Both are chakra control oriented skills, Naruto cannot do these both simultaneously so he used a clone to split the jobs. His main body emits the chakra while his clones handles the shape manipulation.

To the first part, no it’s not, that’s why kakashi said what he said about sakura and learning jutsu, because of her chakra control.

To the second, it was his chakra control. He couldn’t expel the chakra, and manipulate the shape at the same time, because of his shit chakra control. How is it his focus if he spent days literally only practicing? You can say he can’t focus enough to control his chakra right, but that still falls under chakra control. He’s only able to form the rasengan properly in base by vote2. With his methods and reserves actual precision chakra control wasn’t his biggest worry

He developed his ability to focus and concentrate during his SM training which allowed him to use Rasengan. You forget Naruto was meant to be really dense and find things difficult to do multitasking is a mental thing. You tell me how a fatigued person on the verge of collapse can maintain the necessary chakra control to use a rasengan in vote 2. He can't unless he always had it, the only thing he was lacking was mental focus which he'd gained by that point. You can put it down to lack of chakra control which isn't the case (tree climbing cough cough) I'll accept it as a mental inability to multitask.

The better chakra control you have, The less focus is required to control said chakra. The better chakra control naruto has, the easier forming a rasengan is, The easier it is the less focus he has to put into it.

Why are you acting like tree climbing and water walking are s rank techniques? Lol you really can’t believe yourself here right? And no, no matter what you say, his chakra control was poor, and chakra control and ninjutsu mastery are related, as stated by kakashi, and is why he needed 2 of himself to make a rasengan until the very end. Even in sm he still used a clone the majority of the time to make them, even for his rasenrengans.

In the case of tree climbing, chakra control only seems to affect how long it takes to learn something as simple as tree climbing. As sakura(with the best) learned quickest, and naruto has the most trouble

Single rasengan doesn't require a shadow clone, multi tasking does on top of that Naruto requires extra chakra control to maintain the shadow clones.

Naruto uses 0 shadow clones as he forms 2 rasengan this time and takes out animal path.

Anytime Naruto uses Shadow clones post SM training in SM for a specific purpose not because he needs them to form the rasengan. His concentration/focus is their in SM as Fukusaku also made reference to it when he was training SM.
