it wont ever become its full(100%) form without kurama and hachibi. It can achieve its final transformation, but cannot reach its form it was before it was split. What it is doing now, is storeing up its energy to transform again. Similar to how kurama is rechargeing.


To the op. It doesnt run on individual bijuu chakra. It just mixed up all the bijuus chakra toghther to reform its chakra. Lacking most of hachibi and kurama chakra, only makes it somewhat less powerful.
