Observers and Humans are not able to create a vaccine for the Scythian Virus. (apparently it is now a virus that can be seen...) the vaccine/cure/antidote can only be created by high leveled Blank Slates. reasons:
1. High Levels of Imagination and Null are needed in order to combat the mutation into a scythian.
2. only a Blank Slate can Imagine and Null at the same time and with equallibrium with both.
3. because i said so
reason behind the cure: the Scythian Virus changes the infected person genetically and mentally into on of the horde, adding in whatever genes are missing. in order to combat that, an antidote has to be able to:
A. nullify the mutation, stopping it and erasing whatever changes it has made
B. re-create the parts of the person that was converted.
since the antidote has to be able to null and create, it is only natural that only a Blank Slate can create the antidote.
Characters that have been given permission to begin working on the cure: Draco and Lucifer. though Draco knows nothing about the Scythians and Lucifer is/was infected (not sure if he cured himself yet... i assume he has.)

Lucifer leaves Sasuri and to ponder as he heads out.
