2) The Observers that were genetically created [Never were Humans] ruling the entire world
3) The human converted Observers considered as inferior Observers and are forced to work all day in Labor Camps. Only once they spend a 100 years in these labor camps can they finally escape the torture

Personality: He is manipulative, ambitious for power, scheming for a purpose and could be described as a genius. He is also diplomatic, controlling, strong willed and a great statesman
History: Otto Fürst Von Bismarck was one of the first Observers that were created genetically to bring forth a race of Observers that would be completely free from all earthly and human impurities. Although the experiments had always been supported by Lord Zenithan II, what was soon to come however was something he had never imagined.
As the Observers grew, they were notified of their difference from the rest. This completely twisted their ideology. The Pure Observers considered themselves superior from all and that it was their right to rule the world. They declared themselves part of the New World Order. Zenithan II fearing he would lose his throne, in one of the biggest blunders in history; imprisoned the NWO leader and exiled the Pure Observers to the Ruhr Islands. Angered by what had happened, the Pure Observers declared war on Zenithan II. Within two weeks, the war had ended with the complete collapse of the Imperial Order of Zenithan, the Deutsches Reich and the death of Zenithan II. The war however was a victory for the Zenithan Administration. Otto Fürst Von Bismarck had participated in the wars as a soldier for the NWO.
Once the war ended, much of Berlin and Zenithan was in ruins. Both sides had lost their top men, which led to the rise of power of completely new figures which included Zenithan III, Ryth Saranthia, Kazuya Mishima, Mayuri Kurotsuchi, Otto Von Bismarck etc. The memories of all the Pure Observers were altered, so were those of the low ranking men in Zenithan. All information about the war was removed and only the top men of the Zenithan Administration would know about. New laws were passed to make sure the Pure Observers were kept tightly within Zenithan's grip. This included
1) All of the Pure Observers being sent to the Ruhr Islands, far away from Zenithan
2) Majority of the top Observers at Ruhr being replaced with men from Zenithan
3) No one being allowed to enter the former capital of Berlin
4) Zenithan (and later Axion) being declared the capital of all the Observers
5) Neu Munich which was the largest city at Ruhr declared a sub-capital
Although successful at first, but if those at Zenithan planned on controlling the Observers at Ruhr like puppets forever. They were wrong. Many people had defected during the Memory Alteration Program and not all of the Pure Observers had their memories altered and as time passed, these men regained control of the Ruhr Islands. Following the death and Mayuri Kurotsuchi and Ryth Saranthia, the Pure Observers reverted to their previous ideologies and had every single Blank Slate they found killed. Massive labour camps were constructed on Bismarck's orders for the Human-converted Observers. Neu Munich was declared the temporary capital whilst Berlin was rebuilt and Otto Fürst Von Bismarck was declared the first Chancellor of the Heilig Reich [Holy Empire]
