Suigetsu at first glance described this scroll as something "that could end this war". For a fact we know its not the Juubi because Orochimaru has some weird intentions and not caring about Madara or the Juubi, so it cannot be that.

What it can be is the Hokage's, or an Hokage who knows everything behind the massacre and Madara.

So this scroll could contain a plan on how to "unseal the Hokage's and bring them all back". Konohagakure's Kage's were the most strongest Kage's and the most feared among all the nations. So Suigetsu saying "this could end this war" makes it reasonable.

Sasuke mentions it something ONLY Orochimaru can do. Sounds something like reanimation because Orochimaru's arsenal of kinjutsu is mainly on the principle of Life and Death.

And Sasuke being a disciple of Orochimaru for years now would know what Orochimaru can do, even when he killed him he knew his not dead.

So the point is that this scroll contains an "Edo Tensei" that could bring all the Hokage's back. Because they know the truth behind the Uchiha and Senju and everything want Sasuke needs to know.

While at it Orochimaru can get his arms back too.

In my opinion, its just gonna be only the First Hokage. U remember First Hokages body trapped in an huge treelike statue same as Yamato and Obito stated when he was showing Kabuto to that place, Oro knows about that place too. they r goin there i guess to edo First!!!!!!
