What if the hooded man is the ramen guy?
He could have found some Obitos spare sharingans from his lab and decided to use them and he hates Sasuke for kille Itachi because Itachi was his #1 client and the sales went down after that...( I used the same logic as the people who think that they can predict that guys identity just by looking at his nose )

Akatsuki never died. Ramen guy has always been leading them all along. He just didn't join the ninja war because he wanted to keep on selling his mind altering ramen. He's the real 7th hokage. I mean come on, no matter what hinata feeds him. Naruto will always keep on buying ramen from his favourite shop.
