Well my assumption is that at that point and time kishi never intended to use those hokages in his story. But as the story progressed kishi felt like it would be good to actually introduce the hokages to the manga. So before he made them weaker to express how strong hiruzen was and make his death that much more meaningful because he was a major charactur at the moment and now that the previous hokage actually have a place in this manga kishi will definitely give them more attention
