How does Edo Tensei have anything to do with him as a Hokage? How do you even know he created the jutsu while he was Hokage? How could he have anticipated that others would use it for evil intentions? Do you think he wanted that to happen?

With the academy, Konoha's up-and-coming shinobi became much more powerful than they would have been without the academy, thus boosting Konoha's military prowess.

With the Chuunin Exams alone, he stopped many potential Great Shinobi World Wars.

With the oppression of the Uchiha, he prevented any other cases like Madara, which if he did not prevent it could have lead to a civil war within Konoha, after which other nations would take advantage, once again resulting in a Great Shinobi World War.

Under Hiruzen, the Uchiha Massacre occurred, crippling Konoha's military prowess.

Under Minato, the Kyuubi attack occurred, where many valuable lives were lost, once again crippling Konoha's military prowess.

Under Tsunade, the whole village was destroyed, and most of the population was deceased. What military prowess did they even have at that point?

So, the point is, over the years, Tobirama's creation of the academy, chuunin exams, and the Konoha military police force have prevented many potential Great Shinobi World Wars. Yes, the Uchiha did plan a coup, but that was AFTER they were suspected in the Nine Tails' attack on Konoha (with reason; who other than an Uchiha could have done it?) under Minato's leadership and the Uchiha Massacre did occur, but that was under Hiruzen's leadership; the village was not Tobirama's responsibility at that point, as he was already dead for many years, correct?

I believe Hashirama has made the biggest contribution due to the fact that this whole war his powers and abilities are being munipulated and used (i.e: madara, tobi, zetsu, the gedomazo statue which is now the juubi, captain yamato etc). Secondly there would be no such thing as a ninja village system or hidden village alliances without him and madara creating Konoha.

Tobirama had a very short time in office. In fact, his achievements were meant to infrastructure of Konoha.
On the other hand. Tsunade created Alliances with the Sand, and later on agreed to create the Shinobi Alliance with the 5 great nations . Tsunade won the 2nd world war for Konoha. Tsunade created the medical system of "the whole narutoverse", created the medical rules, protected countless lives while Pain attacked Konoha by summoning Katsuyu and releasing the Saise over every single Konoha citizen. Destroyed akatsuki, Fought Madara just like her grandfather and her time in Office has been long enough to consider Tsunade the most influential Hokage yet.

He made the Senju clan gain influence in the village. He even incorporated a Police Force that maintained order until recently. The Academy has been incorporated in all of the five nations. The Chuunin Exams were a replacement for war; by displaying military strength through up-and-coming shinobi/kunoichi, it didn't have to be displayed through war. By the amount of potential wars Tobirama stopped either indirectly or directly, he should be the most influential.

Tsunade renewed alliances with Sunagakure, yes. Wasn't it Danzo who agreed? You make it seem like Tsunade won the war on her own. Good point there, although those who died would have been revived by Nagato anyways.
Didn't you already put Hashirama over Tsunade? So how did she suddenly become the most influential?

Don't make me bring in the Will of Fire. The databook even says that "the feelings the Senju brothers had for their village are passed down in Konoha to this day as the Will of Fire".
