Considering IMO Mei Terumi is the weakest kage out of the Gokage and the loss of their greatest jounin Ao the closest Mitzukage candidate is Chojuro.....enough said. Hell Suigetsu would destroy Chojuro and take his sword imo and while Suigetsu is one of my favorites he isn't kage level i will admit but he is imo due to hydrification High Level Jounin.

What they really need is to bring back the 7 Swordsmen of the Mist due to their powerful swordsmanship and overall powerful skills.

The mist village is the weakest because of their blood mist village exams. They taught their young students to be blood lust and kill their friends at the graduation exams. They taught the students to crave power which is why all of the strongest ninja from the mist village went rogue and died early.

Mei is trying to get away from the blood mist village and make it great again
