he did the unthinkable, stayed on track and didn't loose his mind/stayed cold and focused on what he wanted to achieve, Itachi is the toughest character in this series in my opinion U_U

toughest as in durability or in personality, because the raikage's exhibit both traits, but hardened is self explanatory so i believe the most hardened chracter is itachi, he shows no remorse for what he does but i could also argue obito prior to being tnj by naruto was the most hardend but now its madara

i cant say the 3rd raikage because we knw he is powerful and durable but that doens reflect the wor hardened since we have only seen him fight and not talk we dnt knw anything about his attitude towards others unlike his son we have seen A act like a boss he had no respect for naruto begging and has no fear of anyone

well i think kisame is physically tough as well as madara and obito because of hashirama's dna we have seen obito rip off his own arm without grimace as well as madara do the samething and kisame survived his chest being blown off and is we talk about durability then dsm kabuto who arguably cant be physically hurt and oro who has beat death several times and he he has never took any phyisal damage even when taken tsunade's punches unharmed and she is the physically stongest

hashirama is tough and should be there but his healing capabilites wont allow him to get that much damage done to him and naruto gets hurt all the time andhas been near death several times throughout nv history and the rikudo is obvious whats understood doesnt have to be explained
