I think that the guy in the Akatsuki cloak is the real Uchiha here, He happened to find (Or already knew about Obito's basement) and created hybrid Uchiha's (The guy with the eyes fully open and blonde hair)

It might be Shishui, I don't think he was alive all this time but Somebody might have revived him, he found out about Sasuke killing Itachi and thus called Sasuke a disgrace, He send some hybrid Uchiha's to test Sasuke's true power before going in himself.​

It's not Shisui's style to be ignorant. Sasuke is protecting Konoha and Shisui probably doesn't even know the story behind him and Itachi, he has no reason to judge let alone attempt to fight him when we know he was committed to Leaf Village.
