The "kage" title is a Precious title and given to the most deserving Shinobi of the specific village (there are sometimes exceptions). Now the ranking of the Greatest Kages:
1) Hashirama Senju: This guy is responsible for the Creation of the Villages and there "equality" in power. He went to his rivals and sought for truce. Which lead to a temporary peace. He gave out the tailed beasts under his control to different villages to balance out the power between the countries. He became the First Kage in history. He started a ideology called "will of fire" which alot of other villages copied but in their own way.
2. Tobirama Senju: Basically the guy invented the modern shinobi system: Anbu, Chunin exams, and etc. all of this was also copied by other villages also.
3. the First Kages of all the 4 nations (4 nations without the Fire country in it)
4. Minato Namikaze/ third kazekage: Both were great geniuses both created moves based on the tailed-beasts from their village. And both are GREATLY respected by their villages.
5. Third Raikage : He fought 10,000 shinobi, so his teammates could escape, and he was able to delay them for 3 days. A feat like none other. And a selfless act.
6. Onoki: Through all the hardships he is out on the battlefield and is the "beacon of hope" for the Kages. A old man with guts like no other and also believes in a united shinobi world.
7. Sarutobi Hiruzen (first time being Hokage): He was the one who made Konoha reach its prime. He made Konoha the top dog. And believed in the Will of Fire like a true konoha shinobi. BUT his flaw was letting Oro escape, even after he had killed alot of konoha shinobi.
8. Tsunade Senju : She might be called the "weakest kage" (even though shes stronger then some of the current). But she knows when to be decisive. Only thing she didn't give much tought into was the Sasuke incident. BECAUSE it was not that big of a deal at the time. but later on She started sending squads after sasuke and Oro/ Kabuto. A REALLY Decisive Kage.
9. Gaara, 4th Raikage , and current Mizukage: Giving their hearts out on the field and really great teamwork.
10. Sarutobi hiruzen ( second time becoming hokage) : By this time Sarutobi had lost his touch of being decisive. Which led to things like the uchiha massacre and Danzo and oro "partnership". Death of Neji's father.. But he did stick to the will of fire , just had lost his touch.
