The 2nd Hogake was more of a politcal hogake,he established the police force(Only to watch the Uchihas however) and he created the Academy.(Not sure)

Like other people said. Tobirama's highlights came from his development of the village. Police force, Chunin exams, Ninja academy, blah blah blah. Each of the kage's played their major roles. Hashirama created the village. You already stated what Hiruzen did. As for Tsunade, honestly, I believe she's had it harder than any of the other Kage's. She was interrupted during her 20 year gambling run to come in and restore the village back to order after Orochimaru went in and wrecked it. Then, 3 years later, the village gets invaded again, and this time it gets completely shit wrecked. So she's had to restore the village TWICE. Still in the process of restoring it the second time. Plus now she's stepped up as one of the leaders of the Shinbi Alliance. Her reign as Hokage has been anything but easy. Sorry that was off topic. Just felt i needed to throw it out there.
